In 2002, the family of Dorothy Skelton, a beloved artist and arts educator, established a scholarship fund with Windmore Foundation for the Arts to honor her legacy. Each year, one deserving high school senior pursuing higher education in the visual or performing arts was awarded the Dorothy Skelton Scholarship, providing financial support to nurture their artistic aspirations.
In 2010, Windmore expanded its scholarship offerings with the introduction of the Millie Lane Scholarship, supported by the sale of artwork from Culpeper mixed-media artist Millie Lane. Like the Skelton Scholarship, this program awarded funding to a high school senior dedicated to furthering their education in the visual or performing arts, creating a lasting tribute to Millie Lane’s artistic spirit.
In 2024, the Board of Directors recognized an opportunity to increase the sustainability and impact of Windmore’s scholarship program. To streamline efforts and reach more students, the Board made the decision to consolidate the Dorothy Skelton and Millie Lane scholarships into a larger, unified fund supporting post-secondary arts education. This comprehensive scholarship fund continues to reflect the vision and generosity of both Dorothy Skelton’s and Millie Lane’s families while expanding opportunities for young artists to achieve their dreams.
Windmore remains deeply grateful to the families of Dorothy Skelton and Millie Lane for their contributions to the arts and for helping establish a legacy of supporting the next generation of creative talent.


Mikayla Koverman, a senior at Orange County High School, won the 2025 scholarship award based on her visual art portfolio and essay. She plans to study studio art and graphic design.
